You can create, access, and manage your load balancers using one of the several different Elastic Load Balancing interfaces: AWS Management Console, the command line interface, the Query API, the SOAP API, and the SDK for Elastic Load Balancing.
The AWS Management Console provides a web-based interface for many AWS product APIs (such as the API for Amazon EC2, Amazon Identity and Access Management (IAM), Elastic Load Balancing, and so on). You can make requests directly to an API, or can use the AWS Management Console to make requests. To use the AWS Management Console,
Sign up for Amazon Web Services (AWS). If you haven't signed up for AWS yet, go to http://aws.amazon.com and click the Sign Up Now button.
Sign in to the AWS Management Console and open the Amazon EC2 console at https://console.aws.amazon.com/ec2/.
The command line interface, the Query API, and the SDKs have to be installed before you can use them.
